BIBLIOLOGY AND PUBLISHING CHAIR

On October 18, 1991, the Supreme Soviet of the Azerbaijan Republic adopted “Constitutional Act on State Independence of Azerbaijan”. This document became a fundament for Azerbaijan to function as an Independent and Sovereign Republic. So, it caused a condition for recognition of the Azerbaijan Republic and standing of it on its worthy place in the world community. At the same time, independence of Azerbaijan began to ensure development of science, education, culture and enlightenment in the country. Development of education, preparation of personnel on new important specialties became priorities.

It is not occasional that student admittance began to prepare personnel on a new specialty under the Baku State University in the 1991/1992 academic year. It should be noted service of the university administration and Faculty Dean Prof. A.A.Khalafov in organization of student admittance on this specialty. So that in the Scientific Board of the Faculty Prof. B.V.Allahverdiyev forwarded a thought that there were also prepared personnel on bibliology and science of book commodities in our Faculty in the previous years that are, 1960-1970s. Prof. Allahverdiyev continuing his speech noted that there was more need for opening of department on bibliology and organization of book selling and development of high skilled personnel in the independence environment. This thought of Prof. B.V.Allahverdiyev was appreciated by the members of the Scientific Board of the Faculty and the Dean, Prof. A.A.Khalafov and raised an issue for development of personnel on this new specialty before the university administration.

Special effort of the university administration towards this work is so conditioned that Prof. B.V.Allahverdiyev was sent to Moscow city and he was charged to bring teaching plan on this specialty from there. Prof. B.V.Allahverdiyev was on mission in Moscow and the teaching plan on the specialty of Bibliology to Moscow city. The Faculty Dean Prof. A.A.Khalafov having applied to the university administration and the Ministry of Education substantiated necessity of realization of student admittance on the specialty of Bibliology in the University. As a result, by the Special Decision of the Soviet of Ministers of the Azerbaijan Republic, student admittance began in the Baku State University on this new specialty from the academic year 1991/1992. Development of high level personnel on the specialty of Bibliology, and the scientific-research works caused organization of “Bibliology and Publishing” Chair necessary. This chair became a fundament for development of personnel of the specialty of Bibliology dealing with publish, propaganda and spread of book. The specialty of Bibliology made necessary to establish a respective chair for development of this specialty.

So, in March 1993, “Bibliology and Organization of Book trade” Chair began functioning under the Baku State University firstly (but from 1997-1998, it is called “Bibliology and Publishing” Chair). When the Chair began operating, there were only the following employees in the Chair: Chair Head – Doctor of History, Prof. B.Allahverdiyev, Candidate of History, Associate Prof. H.Hasanov, Candidate of Philology R.Suleymanov, Senior Teacher A.Asadullayev and laboratory assistant of the Chair S.Guliyeva.

In the years 1995-1996, the professor and teacher staff of the Chair were strengthened with new personnel more. Mammadov Mehmanali Akbar and Hamidov Ramiz Hajibala were appointed to the position of Senior Teacher in the Chair. In this time, simultaneously Doctor of Philology, Prof. Valiyev Ismayil Omar and Mehraliyev Naila Muzaffar were included to the list of the employees of the Chair.

Provision of the Chair with such teacher contingency made fundamental effect to bibliology and publishing, development of personnel on the specialty of editing and organization of teaching work, expansion of scientific-research activity, writing and printing of programs, textbooks, educational supplies.

Programs were developed on some new specialty courses. From the academic year 1996/1997, the employees of Chair paid special attention to preparation of textbooks and educational supplies. Large volume monograph named “Organization of Book Trade in Modern Time” authored by Prof. B.V.Allahverdiyev was published in 1996. Professor and teacher staff of the Chair did not only engaged in teaching in the Chair, but also prepared and published very valuable works, articles on the urgent problems of, bibliology, publishing, book history and editing. The employees of Bibliology and Publishing Chair researched problems on the history, theory and methodical issues of bibliology, book publishing, book trade, translation literature publishing, especially publish of the works authored by the Russian classic writers, book propaganda and spreading etc. and published vary valuable works, monographs, scientific articles etc.

Since 2000, scientific-research works of the professor-teacher staff of the Chair expanded more. Providing recommendations and offers in scientific-research works on the ways to study problems existing in the publishing system and to eliminate them is a good sample for study, generalization and scientific-research results of separate publishing offices’ work experience, book trade in the Republic in the scientific-research activity of the Chair, wholly development of publishing system of the Chair in our Republic, improvement of book publishing works, its scientific-methodical help to book spreading. In this period, some valuable textbooks of Prof. I.O.Valiyev, Prof. B.V.Allahverdiyev, educational supplies and methodical instructions were published. “Editing of literary-artistic and children books” (2002) by Prof. I.O.Valiyev, “Principles of editing. Theory and practice. Editing preparation of publish (lecture topics)” (2002, h.1), “Principles of editing. Methods of editing. Editor’s analyzing of content” (2003, h.2), “Principles of editing” (2005); “General Book History” of Prof. B.V.Allahverdiyev (2003) were published.
